Price as a barometer
The key factors that influence car park revenue are price and occupancy (as well as the mix of customer types in any particular car park). There is little data publicly available on the occupancy of car parks, so assuming price is the mechanism used to maintain occupancy and maximise revenue, then the level at which prices are charged and the change in prices are reliable barometers for the performance of CBD car parks.
